Excerpts from Richardson's DOE speech


QUESTION: The global warming issue is certainly very important, but I know that there is a lot of skepticism among good scientists and among the public. What do you plan to do about convincing the public and the rest of science about this issue?

RICHARDSON: I think it's very important that we look at the good things DOE is doing here. Our side is the technology. I want to do a lot with developing nations to develop their technology and create more American jobs.

But what is the essence of your question is we have not communicated the threat or the science to the American people. We've really been outgunned. We've been outgunned in the Congress and media ads. We have to do better. And what we need to do is find ways that we can communicate why it's important -- climate change, agricultural disasters, water rising, why -- ozone layer, why that is important to the American people.

We need to do a lot better there and we need to be committed towards not just international treaties, but delivering the message to Congress and the American people. The president and vice president are very committed to this.

But those of us in the bureaucracy need to do a better job in explaining this. But it's going to be a big priority of mine. And you can already see some of the people that -- my confirmation hearings prepared me for this. And the Congress knows that this is going to be the lead agency on global climate change.
