National Action Plans
Plans submitted to the Conference of the Parties by Parties
outlining the steps that they have adopted to limit their anthropogenic greenhouse
gas emissions. Countries must submit these plans as a condition of participating
in the United Nations Framework Convention on Climate Change and,
subsequently, must communicate their progress to the Conference of the Parties
regularly. The National Action Plans form part of the National Communications,
which include the national inventory of greenhouse gas sources
and sinks.
Nitrous oxide (N2O)
One of the six greenhouse gases to be curbed under the
Kyoto Protocol.
Non-Annex I Parties/Countries
The countries that have ratified or acceded to the United Nations Framework
Convention on Climate Change that are not included in Annex I of the
Climate Convention.
Non-Annex B countries/Parties
The countries that are not included in Annex B in the Kyoto Protocol.

reduction are defined as those options whose benefits such as reduced energy
costs and reduced emissions of local/regional pollutants equal or exceed their
costs to society, excluding the benefits of avoided climate change. No regrets
potential is defined as the gap between the market potential
and the socio-economic potential.
